Job Summary Provides technical solutions to meet the departments strategic plan by reviewing, analyzing and evaluating business systems and client department needs on medium sized projects. Job Description Overview Provides technical solutions to meet the departments strategic plan by reviewing, analyzing and evaluating business systems and client department needs on medium sized projects. Essential Functions 1 Consults with clients in cross-functional areas to identify business needs. Assists clients in developing well defined requirements to meet those needs. 2 Recommends the most appropriate solution for projects with medium scope and risk, after thoroughly evaluating all alternatives. 3 Translates solutions into comprehensive systems designs. 4Analyzes the effect of medium-risk and medium-sized projects, ensuring they can be effectively integrated into existing systems and processes. 5 Identifies the resources needed for projects with medium risk and complexity. Prepares recommendations for management approval. 6 Develops, implements, leads, and monitors plans for projects having medium risk and complexity to ensure high-quality, cost-effective implementation. 7 Participates in developing and enforcing standards, procedures, and methodologies that keep business systems operating on schedule and on cost. 8 Serves as the liaison between information technology department and assigned client organizations. 9 Regular, reliable and punctual attendance is an essential function of the job. Knowledge, Skills and Abilities 1 Advanced knowledge of systems and business requirements, diagramming process flows, storyboarding, mapping, and use-case development. 2 Advanced knowledge of testing methodologies and documentation practices, and the ability to contribute to requirements test ability. 3 Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees and the general public. 4 Ability to communicate effectively both orally and in writing with a wide variety of people. MINIMUM QUALIFICATIONS EDUCATION: Bachelor's degree in computer science or business field. EXPERIENCE: Four (4) years of experience in business system analysis involving system/business requirement gathering, process mapping, story-boarding and use-case development including experience with one or more of the following enterprise HR, financial or CRM application systems Lawson HR SAP Peoplesoft Oracle JD Edwards Microsoft Project Management Microsoft Flow and SharePoint Visio AND Two (2) year of the required experience must have been in a project management capacity. EQUIVALENCY(IES): High school diploma or GED plus nine (9) years of the required experience which includes two (2) years of project management experience will meet the stated education and experience requirements. An associate's degree in any field plus seven (7) years of the required experience which includes two (2) years of project management experience will meet the stated education and experience requirements. A bachelor's degree or higher in a non-specified field plus seven (7) years of the required experience which includes two (2) years of project management experience will meet the stated education and experience requirements. A master's degree or higher in specified field plus three (3) years of the required experience which includes two (2) years of project management experience will meet the stated education and experience requirements. LICENSE(S) and/or CERTIFICATION(S): Some positions may require a valid driver's license. Must be able to obtain a PMP Certification within the 6 months probationary period. OTHER REQUIREMENT(S): Will be subject to on-call, nights, and weekends and must pass a TSA background check. No felony or class A misdemeanor convictions. No class B misdemeanor convictions in the last ten (10) years. No family violence convictions. Cannot currently be on deferred adjudication for any felony, class A misdemeanor or class B misdemeanor charge. Salary Range $73,590.40 - $91,977.60 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
