Job Summary The Manager Sanitation position is responsible for managerial, administrative, and supervisory work overseeing operational units of the Department of Sanitation Services, providing residential and commercial recycling and solid waste collection and disposal services, or related support services, such as environmental compliance, customer service, or fleet and heavy equipment maintenance. General directions are received from executive management, but the incumbent is responsible for managing dedicated resources to meet established standards and service levels, and must resolve related customer complaints. Work is reviewed through reports, observation, and results obtained. Job Description Overview This Manager-Sanitation manages, oversees, and supports the Sanitation department's financial operations, payment processing, customer relations, billing and collections, technical support and budget development, administration and reporting. Manages and supports resource and personnel for the effective completion of all Sanitation projects and programs. Essential Functions 1 Manages, oversees, and supports all technical, administrative, and supervisory staff providing operational and business support for the Sanitation department. 2 Monitors all financial operations; tracks annual revenue and expenses, supports budget development, completes monthly projections and budget reports, and ensures all appropriate financial controls are in place. 3 Manages major projects such as bid purchase and installation of scales, bid process for scale maintenance contract, software and hardware upgrades for billing system, and facility improvements and construction. 4 Oversees and manages the daily online payment retrievals via Velocity Payment System and deposits through CashPro BOA system; updates and creates work instructions, processes, and procedures for the department. 5 Strategizes, plans, and oversees financial and operational improvements and audit preparation or follow-up. 6 Manages billing accounts; oversees modifications, new service, modified service, billing for cost-plus service, correction of service, account credits, stopped service, and account notifications to DWU are performed and submitted. 7 Performs inspections and researches regulations to confirm operational, environmental, and Compliance and Quality; develops procedures to monitor safety of equipment and usage. 8 Performs any and all other trades work as needed or assigned. Knowledge and Skills 1 Knowledge of business processes and internal controls. 2 Knowledge of financial operations including budget development and financial projections, customer service, or solid waste disposal/scale operations. 3 Ability to identify root causes of problems or situations and provide recommendations using a systematic framework 4 Ability to write and implement policies and procedures. 5 Ability to analyze data to draw conclusions. 6 Ability to manage projects and personnel. 7 Communicating effectively and in writing. 8 Establishing and maintaining effective working relationships. MINIMUM QUALIFICATIONS EDUCATION: Associate degree in any field or sixty (60) completed college semester hours EXPERIENCE: Seven (7) years of progressively responsible experience in municipal solid waste operations and/or program administration (e.g., refuse/recycling collections, brush/bulky items collection) AND Three (3) years of experience with supervisory/project management responsibilities. (Experience may be obtained concurrently.) EQUIVALENCIES: High school diploma or GED plus nine (9) years of the required experience including three (3) years of experience with supervisory/project management responsibilities will meet the education and experience requirements. Bachelors degree or higher in any field plus five (5) years of the required experience including three (3) years of experience with supervisory/project management responsibilities will meet the education and experience requirements. LICENSES: Valid driver's license with good driving record. Must have or be able to obtain a class B Municipal Solid Waste License issued by the Texas Commission on Environmental Quality (TCEQ) within probationary period Salary Range $73,590.40 - $91,977.60 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
