A Longevity Bonus for years of service GENERAL FUNCTION The Data Analyst collects, analyzes, and interprets large data sets to provide valuable insights to support business decision-making. They collaborate with various teams to identify key metrics, develop reports, and create visualizations to communicate complex data clearly and concisely. This position is part of the Innovation Division, where products and processes are reviewed and inspected to maintain the highest standards. The Innovation Division utilizes analytical skills to manage projects and evaluate the agencys operations, including internal structure, business processes, and information technology infrastructure, and develop methods for improvement. Its focus is on streamlining operations and enhancing the customer experience. TYPICAL FUNCTIONS The functions performed by employees in this position may include the following: Working closely with management to prioritize business and information needs. Identifying opportunities for process improvements and data-driven decision-making. Collecting, identifying, validating, analyzing, and interpreting trends or patterns in complex data sets to create valuable insights for decision-making. Developing and implementing reports, dashboards, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality. Creating visualizations and dashboards to communicate data insights effectively. COMPLEXITY OF KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of Data processing hardware and software; of computer capabilities; of systems analysis and development; of coding and implementation; of project management and documentation. An in-depth understanding of organizational data flow and its use in management decision-making. An understanding of requirements gathering, data analysis, process specification, validation, and management practices. Data modeling, data mining, and segmentation techniques. Data visualization tools and best practices. Skills in Analytical and systems thinking, critical thinking, and problem-solving. Prioritizing, scheduling, organizing, and allocating work with competing deadlines. Writing for business or technical audiences, presenting information, and negotiating. Collecting, organizing, analyzing, and disseminating significant amounts of information with attention to detail and accuracy. Writing SQL queries and reports and presenting findings. Version control and working in a team environment within GitHub. Data modeling in SQL and/or Python. Ability to Work independently and coordinate a wide variety of activities. Communicate effectively both orally and in writing. Interpret and apply policies and procedures. Create charts and graphs utilizing data visualization best practices. Clean and transform data sets for analysis and reporting. Solve complex problems using statistical analysis. Work effectively in a fast-paced and dynamic environment. MINIMUM QUALIFICATIONS Education and Experience requirements at this level consist of A bachelors degree in business administration, information systems, or a related field PLUS two years of professional experience in statistical modeling and/or data analytics. OR an equivalent combination of education and experience, substituting one year of paraprofessional experience in analytics or a similar field for each year of the required education. PREFERENCE STATEMENT Preference may be given to candidates who have one or more of the following: Familiarity with Agile and Lean methodologies. Experience with Qlik Analytics, DBT, Snowflake or Google BigQuery. Experience with predictive modeling in a production environment. SPECIAL REQUIREMENTS The Oklahoma Tax Commission's core work hours are Monday through Friday, 7:30 a.m. to 4:30 p.m. This schedule may require minor flexibility based on the agency's needs. Telework may be required based on the needs of the agency, division, and section. If applicable, the applicant must be willing and able to work on-site and telework at an off-site location, generally in the applicants home. The applicant must have a secure internet connection and a dedicated telephone (landline) or smartphone device during scheduled working hours.
