Basic Purpose Positions in this job family are involved in planning and conducting statistical and program management research. This includes positions that are involved in employment, training and facilities projects. Major Work Duties Oversee the Statistical Analysis Center (SAC) and the Oklahoma Violent Death Reporting (OKVDRS) contract with the Oklahoma State Department of Health (OSDH). Provide direct supervision of staff and ensure all work complies with relevant laws, guidelines, policies, and codes of ethics. Apply for and administer grants from the Bureau of Justice Statistics or other sources in order to ensure adequate funding and to build the capacity of the SAC. Provide guidance for and assist with completion of grant funded projects, ensuring work in completed timely and use of funds complies with all federal grant requirements. Oversee and facilitate the OSBI portion of annual budget cycles and contract renewals as needed for OKVDRS. Oversee training of SAC and OKVDRS employees. Ensure all employees receive appropriate guidance and understand how to use relevant databases and software tools (i.e., Microsoft Office, Tableau, ArcGIS). Oversee additional training needed by others at OSBI or outside entities. Conduct research and analyses, respond to requests for data, provide presentations to internal and external stakeholders, and publish crime data and research reports, including Crime in Oklahoma, Selected Findings, Newsletters, and grant project reports. Develop and maintain an ongoing research plan, ensuring relevant research is conducted and projects and publications are completed in a timely manner. Typical Functions Receives, reviews and compiles complex statistical data; compiles and edits data for accuracy and completeness. Prepares questionnaires and other forms for use in gathering and reporting data; applies statistical procedures and tabulations in analysis of data collected. Designs analytic and assessment tools which incorporate suitable statistical tests. Provides consultation to managers and administrators to aid in the development of appropriate assessment and evaluation mechanisms for programs and services. Prepares and arranges statistical tables and charts for compilation into manuals, handbooks and reports. Analyzes and interprets data, using statistical research programs or other methods, and makes projections based on statistical inference. Analyzes a wide variety of management issues and recommends solutions to enhance program delivery. Prepares and submits grant applications for statistical programs following administrative guidelines. Plans program activities; prepares budget information for program area; supervises and trains personnel in the collection, processing, tabulation and analysis of data. Conducts studies and develops plans to determine availability and development of resources, facilities and services. Defines goals, objectives, criteria and standards of evaluation for comprehensive systems planning. Level Descriptor This is the leadership level where employees will have oversight of day-to-day operations. Incumbents will also provide consultation to departmental or program leaders as part of the interpretation of data for policy and planning. Education and Experience Education and Experience requirements at this level consist of a bachelors degree which includes nine semester hours in statistics, statistical research methods, economics, demographic or social research statistics PLUS four years of experience in technical statistical and research work; or a masters degree in a social science, business administration or public administration which includes nine semester hours of advanced statistical methods plus two additional years of qualifying experience. Knowledge, Skills, Abilities and Competencies Knowledge, Skills and Abilities required at this level include knowledge of statistical and research theory and methods; of sources of data; of probability and sampling; of data processing applications to data management problems; of visual representation of data; of inferential statistics; of techniques of data collection; of a wide range of analytical principles and practices; of methods and techniques of disseminating public information; and of supervisory principles and practices. Ability is required to produce and maintain accurate data; to write technical reports using statistical software programs; to communicate statistical results; to plan and organize programmatic research projects; to conduct cost/benefit analysis; and to apply the principles and practices of human resource management. Special Requirements Successful applicants must be willing to submit to a drug screen, polygraph examination, psychological evaluation (commissioned positions only), and a thorough background investigation.
