Job Title: Program Specialist Job Code: E23A Department/Area: TANF Temporary Assistance for Needy Families Federal Programs FLSA Classification: Exempt Payband: 13 Summary Coordinates the statewide TANF program in technology centers. The TANF program is designed to meet the training needs of participants who meet Oklahoma Human Services qualifications for services and prepare them for employment. This position provides leadership and guidance to the technology center Training Navigators in collaboration with Oklahoma Human Services and Work Ready Oklahoma. Education and Experience Required: Bachelors degree or equivalent combination of education, training, and experience in a related field. Work experience in education, government, or public sector. Preferred: Current teaching certificate. Federal program experience. Essential Duties and Responsibilities Provide guidance to technology centers in their TANF programs design to ensure it meets the TANF mission and provides the desired outcomes. Develop annual guidebook for TANF technology center programs. Conduct annual monitoring reviews of programs and audits local expenditures and student records. Serve on accreditation teams to conduct in-depth on-site evaluations of technology centers to determine attainment of standards and make recommendations for program improvement. Provide technical assistance to programs both on-site and virtually. Provide leadership and guidance to technology centers on existing or changing state and federal laws that directly and indirectly affect programs continuation and design. Process invoices and reconcile quarterly technology center expenditure reports to approve or disallow expenditures in accordance with Oklahoma Human Services and ODCTE contract and program guidelines. Plan and coordinate meetings and professional development opportunities for TANF providers including meetings in collaboration with Work Ready Oklahoma and Oklahoma Human Services. Manage the student data system to track numbers served, retention/completion rates, initial employment information, follow-up information, etc. and report performance outcomes to ODCTE and Oklahoma Human Services. Salary/Benefits $56,985.95 - $63,421.34 The state provides a benefit allowance to help you pay for insurance premiums which include health, dental, life and disability insurance. The amount of your allowance, $9,051.60-$21,942.72, is determined based upon the dependents you choose to include in health coverage. State paid teachers retirement pension and flexible benefits plan. Vacation leave, 15 days sick leave, and 11 paid holidays. Employee assistance program and flex-time work schedule options. Total salary and benefits package valued at $71,991.72 - $91,811.91. Management Responsibility No management responsibility. Communication Skills Read, analyze, and interpret professional journals, financial reports, and legal documents as necessary; document, organize and secure detailed information from federal, state, and local sources. Respond to common inquiries or complaints from customers, regulatory agencies, or members of the community. Write complex documents in a prescribed format. Effectively present information to management, public groups and/or boards of directors. Mathematical Skills Apply moderately complex mathematical calculations. Reasoning Skills Define problems, collect data, establish facts, and draw valid conclusions. Interpret an extensive variety of technical instructions and deal with several abstract and concrete variables. Licenses, Certificates, Registrations Requires valid state driver's license. Physical Demands Ability to lift 50 pounds with or without reasonable accommodations. Work Environment Position based in Stillwater. Requires frequent travel and some overnight stays.
