The areas of focus will be multiple budgetary, financial, and grants management processes. This is a hybrid job with regular in office hours and work from home hours. Major Duties and Responsibilities In serving in a support role for the Financial Officer, the Budget and Finance Analyst Senior duties and responsibilities will focus on the following: Assist with the management and monitoring of FHWA PL 104(f) planning grant funds and FTA Section 5303 planning grant funds, as well as Surface Transportation Block Grant-Direct Attributable (STBG-DA) funds. Preparation of quarterly reimbursement requests and managing grant-eligible expenses. Assist with the management, and monitoring of the annual Unified Planning Work Program (UPWP). Implementation and management of the local cost share process, including invoicing member jurisdictions. Assist with the preparation and management of the division budget, including working closely with the departments Business and Financial Services Manager. Assist with oversight of the Grants Management Committee. Assist with the management and monitoring of CRTPO discretionary funds (CMAQ, TAP, STBG-DA) used to support locally administered transportation capital and planning projects. Coordinate with CATS on FTA funds, including Sections 5303, 5307 and 5310. Monitor the SAFER and Comprehensive Safety Action Plan grants and participate in the reimbursement process. Other duties as assigned. Knowledge, Skills & Abilities Knowledge of the principles and practices of municipal and business administration. Knowledge of the principles and practices of budget preparation. Ability to research methods and techniques of budget preparation and administration. Knowledge of municipal and other governmental financial reporting and accounting procedures. Experience with Federal and State funding policies and requirements. Ability to analyze management and financial reports, discern trends, and apply analytical techniques Proficiency in Microsoft Office Suite. Excellent written and oral communication skills and an outgoing, customer service attitude. Ability to analyze administrative problems, make sound recommendations as to their solutions, and to prepare working procedures and reports. Ability to establish working relationships with other departments, public officials, member jurisdictions, and the public. Ability to perform effectively and efficiently with moderate level of supervision. Preferred Qualification Demonstrated grants management experience. Minimum Qualification Bachelors degree in accounting, finance, public administration or a related field and a minimum of three (3) years of work experience; or any equivalent combination of education, training, and experience which provides the necessary knowledge, skills, and abilities.
