Agency Dept of Administration Division Human Resources Management Office Job Classification Title HR Technician II (S) Position Number 60014089 Grade NC07 About Us The NC Department of Administration is the business manager for North Carolina state government. The department oversees Government Operations such as building construction, purchasing and contracting for goods and services, maintaining facilities, managing state vehicles, acquiring and disposing of real property, and operating auxiliary services such as courier mail delivery and the sale of state and federal surplus property. Additionally, the department manages many of the state's advocacy programs that provide assistance and services to diverse segments of the state's population that have been traditionally underserved. The North Carolina Department of Administration (NCDOA), Human Resource Management Division seeks a motivated, enthusiastic, and skilled team member ready to assume responsibilities for staffing and managing a broad range of HR functions and for the Division. Duties will include managing the full range of practices and procedures related to recruitment and off boarding of temporary employees, conducting salary assessments, being a partner conducting functions related to permanent employee hiring. Further, the staff member will be expected to contribute to employee engagement opportunities and aid in the effective and efficient maintenance of HR documentation along with other administrative related activities. Key Responsibilities: Display knowledge and understanding of state recruitment practices and procedures. Collect and analyze workforce staffing information that contributes to the effective and efficient staffing of the workforce. Partner with hiring managers across departments to understand staffing needs and role requirements. Must establish effective relationships with employees at all levels, internal and external to the agency Must maintain and effectively utilize Workday Application Management System for recruitment, selection, applicant tracking, recruitment file maintenance, and data storage. Display proficiency with Microsoft Office Suite software components (Word, Excel, Outlook). Must learn, quickly adapt, and apply rules, procedures, and practices for various human resources management activities or personnel actions. Must maintain confidentiality regarding the handling and sharing of sensitive documents with tact and discretion. Be flexible to assist HR team member, participate in agency work related events, and respond to duties as assigned. Serves as backup to HR Technician II/Recruiter. Knowledge Skills and Abilities/Management Preferences MAX SALARY FOR THIS POSITION IS $46,980 Recruitment Range: $37,377-$46,980 NOTE: "See Resume" is not acceptable to show work history. General knowledge of recruitment principles, practices, and procedures. Must have attention to detail and clearly exercise good judgement in analyzing and assessing job applications relevant to the immediate and strategic recruitment efforts in the department. Must be able to establish and maintain effective relationships with private and public sector applicants and business partners at all levels Must have excellent communications, organizational, and time management skills essential to effective recruitment of talent expertise needed by the department. MANAGEMENT PREFERENCE: Working knowledge and utilization of the Workday Application Management System for recruitment, selection, applicant tracking, recruitment file maintenance, and data storage.
