MaineIT oversees large-scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies. ABOUT THE JOB DETAILS: Applicants must have strong problem-solving skills and be able to interact with our end-user community. Although we are in a team environment it is expected that you will be able to work independently to trouble shoot issues while leading the analysis, specification, design and implementation phases of the system engineering lifecycle. An ability to communicate complex technical issues effectively both verbally and in writing is also important. WHAT'S IN IT FOR YOU? MaineDOT uses a wide variety of technology in the office, on the roadway infrastructure, in laboratories, and in the field to support infrastructure construction planning and execution, transportation systems operations and maintenance, and business management. Your job as a Systems Analyst will be to work closely as part of the team that oversees the life cycle management of the Departments IT systems, new acquisitions, and Cloud Applications. You will perform analysis and documentation of business and system interactions, and draft Concepts of Operation for the Departments existing and new systems. You will participate in market analysis, solution design, and IT acquisitions. You will provide support in implementing, configuring, and integrating Cloud hosted applications with our on-prem application including coding. You will be expected to work independently with business and/or vendor teams, using your technical skills to analyze configure, and troubleshot information systems. Must have strong writing skills, be flexible managing multiple priorities and be eager to learn in a collaborative environment that requires attention to detail. As an OIT-MaineDOT Applications Team Member working as a Systems Analyst on IT Planning initiatives, responsibilities include: IT Planning - Facilitate working sessions and meetings with MaineDOT program staff to identify, define and document concept of operations and system requirements. IT Procurement - Draft and submit MaineDOT system procurement documents including but not limited to: RFQs, RFPs, contract amendments/renewals, statements of work and invoice processing related to the acquisition and configuration of systems supporting MaineDOT program areas. IT Portfolio - Lead the identification, tracking and prioritization of IT work supporting multiple MaineDOT program areas. IT Implementation Lead the design, configuration, testing and deployment of MaineDOT systems including troubleshooting, training and coordination both with vendor and MaineDOT program staff. Team Collaboration - Coordinate activities with other IT Planning and MaineDOT Application team members as needed. Recommend and make changes related to communications and collaboration. Staff Supervision Position does not have direct supervisions requirements; however, the position may require training, mentoring, coaching and directing of other analysts. MaineDOT Information Systems - Assist with 1.) the management of information assets including, work planning and tracking through the Atlassian JIRA environment as well as the States Assyst ticketing system; 2.) systems documentation organization and records retention/management within the Atlassian Confluence WIKI environment, the shared File Server, and MS Teams environment; 3.) as well as managing communications engaging with staff through meetings and email. MINIMUM QUALIFICATIONS: A four (4) year combination of higher level programming and or systems analysis and design experience. A Masters Degree from an accredited educational institution in Computer Science may be substituted for two (2) years of programming experience. Preference will be given to candidates who possess the following: Strong technical aptitude; analytical and excellent problem-solving abilities. Experience with IT systems acquisitions (RFPs, contracts, implementations and Vendor Management) Excellent communication skills, with the ability to collaborate effectively with cross-functional teams and present complex information clearly to stakeholders. Knowledge of Transportation systems is a plus. Strong desire to provide great Customer Service. Ability to prioritize, remain calm under pressure, pay attention to detail and make decisions independently on fact-based data and analysis. Excellent time-management skills, able to work on multiple projects and meet deadlines in a fast-paced environment. Ability to define and resolve complex technical problems independently and in a team environment. Self-motivated, with the ability to meet and exceed position requirements under minimal direction and supervision.
