Salary: $75,711.00 - $94,639.00 Job Details: Under general supervision of the Communications Manager or designee, provide services and support for the departments various application software systems, including enterprise-wide systems in use by the department. Proactively identify and implement opportunities to enhance the value of supported systems through process improvements, training, security enhancements, and reporting. Analyze software issues to determine root causes and resolve them or escalate as necessary to the appropriate internal or external support resources. Participate in an on-call rotation to provide after-hours support as needed. ESSENTIAL JOB FUNCTIONS: Serve as the primary IT systems advisor for one or more application systems. Provide functional assistance to departmental customers on the use of application systems. Maintain regular communication with application vendors to ensure software remains current with the latest patches and updates. Coordinate the selection, testing, and implementation of all relevant software patches, updates, and hot fixes. Troubleshoot reported functionality issues and develop plans and procedures to resolve them. Act as the primary resource for monitoring the Computer Aided Dispatch (CAD) and Mobile for Public Safety (MPS) systems, including communications servers and related interfaces. Perform monitoring, documentation, routine maintenance, and minor configuration as needed. Maintain, configure, update, and monitor systems that interface with the departments CAD and MPS systems. Provide regular analytical and technical support to identify, develop, implement, and maintain application software solutions that meet departmental business needs. Collaborate regularly with City IT staff and internal/external customers on the development, maintenance, and use of application test plans and procedures. Work with the Dispatch Technology Team to create, maintain, and utilize training materials for one or more application systems. Identify weaknesses in customer understanding of training resources and assist in developing additional training courses or video clips to address those gaps. Develop and distribute communication materials related to supported application systems, including FAQs, application tips and tricks, and software version/patch management updates. Coordinate and assist with the development, testing, and implementation of new custom production and ad hoc reports. Provide customer training and support for both new and existing reports. Translate customer reporting needs into technical specifications for custom report development. Analyze and document existing business processes, identifying and documenting opportunities for process improvements. Evaluate equipment for reliability, flexibility, and feasibility, and plan for future changes in technology and system capabilities. MINIMUM QUALIFICATIONS: Knowledge, Skills and Abilities Required: Knowledge of computer hardware, software, and the use of systems. Knowledge of programming procedures and techniques. Knowledge of computer languages and networks. Knowledge of MS SQL Server, Access, Visual Studio, XML, HTML, WPF, IIS, and ASP.NET. Knowledge of systems analysis, programming skills and methodologies. Knowledge of methods, techniques, and tools of information systems project management. Skill in Windows Enterprise environment Ability to communicate effectively with non-technical clients/customers, the public, and other City employees by oral and written means. Ability to recognize or identify the existence of problems and find solutions for same. Ability to perform a variety of physical skills including, but not limited to filing, holding, lifting, seeing, sitting, sorting, typing, and writing. Ability to receive detailed information through oral communication and make fine discriminations in sound. Ability to troubleshoot and analyze complaints and errors of system performance, submit, and track trouble tickets and reach successful solutions. Ability to stay informed and knowledgeable of rapidly evolving technological advances. Ability to foresee project needs and determine resources needed for project objectives. Ability to solve system configuration problems and to evaluate the progress and success of complex systems. Ability to interface with individuals at all levels of the organization and to establish effective working relationships. Ability to clearly present and discuss technical information and systems options in a way that persuades others and promotes understanding. Qualifying Education and Experience: Bachelors degree in Computer Science, Management, Business, Mathematics, or a related field. At least three (3) years of experience in managing and administering one or more application software systems. Or an equivalent combination of education and experience PREFERRED QUALIFICATIONS: Knowledge, Skills, and Abilities: Ability to read and write basic SQL queries Knowledge and experience in the operation of Public Safety Proficiency with Geographic Information Systems (GIS), including data analysis, mapping, and spatial data management Preferred Education and Experience: CompTIA A+, Network+, Security+ Certifications Microsoft Certifications Employment Screenings Required: Criminal Background Check CJIS Fingerprint Background Check Drug & Alcohol Testing City of Arlington is an Equal Opportunity Employer.
