This position also functions as the backup to the Application Administrator, ensuring continuity of operations across critical enterprise applications. The ideal candidate is collaborative, proactive, and capable of supporting both development and administrative responsibilities. Major Duties and Responsibilities Software Development & Systems Engineering Design, develop, and maintain complex applications, integrations, and services using .NET/C#, JavaScript, SQL, Python, and related technologies. Translate business requirements into scalable, maintainable technical solutions. Lead and enforce development best practices, including code reviews and standards. Troubleshoot and resolve complex software defects, performance issues, and system bottlenecks. Collaborate with product owners, analysts, and departmental stakeholders to plan and deliver enhancements. Support reporting needs and develop ad hoc solutions for end-user departments. Cityworks Environmental Management Manage and maintain the Citys 11 Cityworks instances, including upgrades, patches, and environment-specific maintenance. Provide database administration for development, test, and production environments, including custom tables, triggers, stored procedures, and SQL jobs. Administer application and database servers supporting Cityworks and related integrations. Develop, manage, and troubleshoot custom tools and instance-specific enhancements across multiple lines of business. Maintain and troubleshoot system webhooks between instances (e.g., CATS-to-BEST, Stormwater-to-CDOT, CATS-to-SWS). Provide front-end user support, workflow optimization, and training across all Cityworks instances. Monitor application and database performance and coordinate infrastructure support with server administration teams. Integrations & Data Pipelines Manage and troubleshoot SSIS integrations involving Coretex, OnBase, Kronos, Emerald, RFID databases, and Cityworks. Ensure reliability and performance of cross-system data flows and enterprise integrations. Application Administrator Backup Duties Serve as secondary support for the Application Administrator to ensure continuity of critical operations. Assist with configuration, maintenance, and troubleshooting of enterprise applications. Support user account management, permissions, roles, and security configurations. Participate in system monitoring, patching, release cycles, and overall environment management. Assist with vendor coordination, issue escalation, and lifecycle management of supported applications. Collaboration & Leadership Work closely with cross-functional IT teams, business units, and vendors to support organizational initiatives. Provide technical expertise to support strategic planning, system upgrades, and technology roadmaps. Document processes, configurations, and development standards to enhance operational continuity and transparency. Minimum Requirements High School Graduate or Equivalent and seven (7) years of related work experience OR 2 Year College Degree and five (5) years of related work experience OR Bachelor's Level Degree and three (3) year of related work experience OR Master's Level Degree and one (1) years of related work experience or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills, and abilities to successfully perform the essential job duties. Hands-on experience with Cityworks (AMS and/or PLL), including configuration, troubleshooting, and integration. 7+ years of professional software development experience. Proficiency in .NET, C#, JavaScript, SQL, and modern development frameworks. Strong experience with API development and system integrations. Cloud experience required (Azure, AWS, or equivalent), including deploying, configuring, and monitoring cloud-based applications. Experience with application architecture, system design, and on-prem or cloud environments. Ability to communicate effectively with technical and non-technical stakeholders. Strong problem-solving skills and ability to work independently. The ability to be on-site a minimum of 2 days per week. Preferred Qualifications Background in municipal, utility, or public-sector technology environments. Experience serving in an application administrator or system administrator capacity. Familiarity with GIS technologies such as Esri ArcGIS, particularly in relation to Cityworks. Knowledge of DevOps practices, CI/CD pipelines, automated testing, and version control tools (e.g., Azure DevOps, Git). Experience working within enterprise IT environments, including change management and ITIL practices. Preferred Skills & Knowledge Strong understanding of systems software development and hardware compatibility. Experience with enterprise asset management systems (e.g., Cityworks). Familiarity with routing, AVL. Ability to manage multiple complex systems and coordinate with cross-functional teams. Proficiency in scripting or lower-level programming languages.
